Level 4 covers long vowels and other common sounds. It is a later stage in the four-level programme; finishing it should not be equated with being able to read every book independently.
How to think about it
Independent reading is a programme goal. Text selection also depends on word meaning, sentence understanding and experience with the sounds used in a text. A course number is not a universal reading level and does not automatically match another publisher’s numbered levels.
